Food and beverages

Facility registration
Required for any facility that manufactures, processes, packs or holds food for the U.S. If another foreign facility packs the product before shipment, that facility is the one that registers.
DUNS number
A nine-digit company number in the Dun & Bradstreet directory. FDA issues the registration number once it has verified the DUNS. The address in DUNS must match the address in the registration.
U.S. Agent
Required for a foreign facility: the agent responds to FDA inquiries. The agent has 30 days to confirm the appointment, otherwise FDA deletes the application.
Renewal
Every 2 years, from October 1 to December 31 of each even‑numbered year. If a registration is not renewed, FDA considers it expired and removes it.
Prior Notice for every shipment
Prior Notice is filed before the shipment arrives: at least 2 hours ahead by road, 4 hours by air or rail, 8 hours by sea. The notice includes the manufacturer’s registration number.
Label
In English, with a Nutrition Facts panel, net weight in ounces and grams (fluid ounces and milliliters for beverages) and the 9 major allergens, including sesame.
Color additives
Red No. 3 (erythrosine, E127) is banned in food and dietary supplements from January 15, 2027.
Food safety plan
The facility keeps a written food safety plan under FDA rules (21 CFR 117). The U.S. importer verifies the supplier under the Foreign Supplier Verification Program (FSVP) and may request this plan, test results and production records.

FDA does not issue registration certificates

FDA (Food and Drug Administration) is the U.S. federal agency that oversees the safety and quality of food and drugs. FDA registers a facility and issues a registration number. Documents called “FDA certificates” are issued by private companies, and FDA does not recognize them.

What you get

  • Food facility registration number and PIN. The number goes into your Prior Notice, and the number and PIN are used to link the registration to your facility’s account in the FDA system.
  • Your facility’s account in the FDA system: the login, password and PIN stay with you.
  • FEI number and product listing numbers for cosmetics.
  • FCE and SID numbers for canned foods.
  • U.S. Agent confirmation.
  • DUNS number with the same address as in the registration.
  • A checked label or ready-to-print label artwork.
  • A short guide: when to renew your registration and how to file Prior Notice.

What FDA does not do

  • It does not approve food, dietary supplements or cosmetics before they go on sale, and it does not treat registration as approval.
  • It does not allow the FDA logo on packaging or “FDA approved” claims for food and cosmetics.
  • It does not review food and cosmetics labels before sale. The company is responsible for its label.

Do not share your FDA login, password or PIN with anyone: with the number and PIN, an outsider can change or cancel your registration. Only whoever files your Prior Notice needs the number. If a marketplace asks for proof, show a copy of the registration without the PIN.

Labeling errors make up 41% of violations in food import refusals

That was the share in 2005–2013, according to FDA data analyzed by the USDA Economic Research Service. FDA does not review food and cosmetics labels before sale. An error may not surface until the border, and then the shipment is detained.

We’ll renew your FDA registration, even if someone else filed it

Food facilities renew their registration every 2 years, from October 1 to December 31 of each even‑numbered year; cosmetics facilities every 2 years from their first registration. If a registration is not renewed, FDA considers it expired and removes it from the account, and the facility has to register again.

  • We check your registration

We look at the renewal deadline, whether the address matches DUNS, and your U.S. Agent. It’s free: send us a copy of your registration; we don’t need your PIN or password.

  • We renew your registration

We check the registration data against DUNS, make sure your U.S. Agent is still in place and submit the renewal.

  • We change your U.S. Agent

We appoint a new agent and update the data in the FDA system; your registration number stays the same.

  • We review FDA letters

We translate a detention notice or an FDA request and tell you how to respond and by when.

Registration time depends on your DUNS and U.S. Agent

FDA issues the registration number once it has verified the DUNS and received the agent’s confirmation, so we check DUNS first. The steps below are for a food facility. Cosmetics need an FEI number instead of DUNS.

  1. Questionnaire and documents

You send us details about your facility and products. We check what is missing.

  2. DUNS number

We check your DUNS or request a new one. Getting a new number takes up to 45 days. The address in DUNS must match the address in the registration.

  3. U.S. Agent

We appoint the agent. FDA sends the agent a request, and the agent confirms. If the agent does not respond within 30 days, FDA deletes the application.

  4. FDA registration

We submit your facility data through the FDA system. FDA issues the registration number and PIN in your facility’s account.

  5. Label

While the registration is in progress, we check your label artwork or prepare a new one.

  6. Guide

We send you a short guide on renewal and Prior Notice. The account, number and PIN remain with your facility.

What we need from you

  • Facility name, address and contact details, trademarks.
  • DUNS number, if you already have one.
  • Product list and ingredients with percentages.
  • Label in an editable format: AI, PDF or CDR.
  • Details of your U.S. importer or distributor, if you have one.
  • For canned foods: the sterilization or acidification process for each product and container size, with temperature, time, pH and water activity.

You can send your product list and label artwork right away via WhatsApp or to info@easy-standart.by.

What is FDA and how to register

How much does FDA registration cost?

FDA charges no fee to register or renew a food or cosmetics facility. You pay for our work and for the U.S. Agent’s services; their cost and term are set out in the contract. We send a quote for our work within 24 hours after our call.

What is FDA?

FDA stands for the Food and Drug Administration, a federal agency of the United States. It regulates food and animal feed, dietary supplements, cosmetics, drugs and vaccines, medical devices and tobacco, including products imported from other countries. Livestock meat, poultry and egg products are regulated by the U.S. Department of Agriculture (USDA). Before sale, FDA approves new drugs and Class III medical devices, and clears most Class II devices through 510(k) premarket notification. FDA does not approve food, dietary supplements or cosmetics before sale: the company registers its facility and is itself responsible for product safety and labeling. FDA approval is required only for color additives and some food additives, such as aspartame.

Does FDA issue a certificate or a permit?

FDA does not issue registration certificates. Documents called “FDA certificates” are issued by private companies, and FDA does not recognize them. Proof of registration is the registration number and a copy of the active registration from the FDA system, while the PIN stays with you alone. Before sale, FDA approves only new drugs and some medical devices. Registration does not mean product approval, so you may not put “FDA approved” or the FDA logo on the package.

How long does registration take?

If the facility has a DUNS number with the correct address and the agent confirms the appointment right away, the registration number usually arrives within a few business days. FDA does not set a fixed timeline. Getting a new DUNS takes up to 45 days. FDA gives a food facility’s agent 30 days to confirm. An FEI number for cosmetics is usually issued within 7–10 business days.

Who can be the U.S. Agent?

A person or company physically located in the U.S. who responds to FDA inquiries on behalf of the facility. A mailbox or an answering machine does not qualify. Your importer or distributor can be the agent if they agree to take on this role. If you do not have an agent, we arrange one through our partner in the U.S. The agent can be changed: a food facility notifies FDA within 60 days.

We don’t have a U.S. importer yet. Can we register?

Yes, you can register before you sign a contract. To import, you need an importer who is accountable to FDA: the U.S. consignee or, if there is none, a U.S. representative with written consent. The U.S. Agent and the importer are different roles, but one company can fill both.

Do we need to register every product?

For food and dietary supplements, you register the facility and indicate its product categories. For canned foods, a process is filed for each product and each container size. Cosmetics are listed with FDA product by product.

How often must the registration be renewed?

Food facilities and dietary supplement manufacturers renew every 2 years, from October 1 to December 31 of each even‑numbered year. Cosmetics facilities renew every 2 years from their first registration and update their product listing every year.

Can a facility from Belarus or Russia be registered?

Yes. FDA does not restrict registration by country: the requirements are the same for manufacturers from Belarus, Russia, Kazakhstan and Uzbekistan. Duties and import bans depend on the country. For example, Russian-origin fish and seafood, even if processed in third countries, and Russian alcohol cannot be imported into the U.S. Livestock meat, poultry and canned products made from them, as well as egg products (liquid egg, egg powder), cannot be imported from any of the four countries, because the U.S. Department of Agriculture has not put these countries on its list of eligible countries. We check this by HS code and recipe before we start work.

We sell on Amazon. Do we need FDA registration?

Yes. Registration and a compliant label are required for shipments to Amazon warehouses too, and for food and dietary supplements, Prior Notice for every shipment as well. For cosmetics and food, Amazon may ask for a copy of the registration without the PIN and login, manufacturer invoices and test results; for dietary supplements, a manufacturing audit and testing through an Amazon-approved lab. Marketplace rules change, so check them in your seller account before launch.

Will FDA inspect our facility?

By registering, a food facility agrees to allow FDA inspections. Inspections are scheduled based on product risk and compliance history, and since May 2025 FDA has been inspecting foreign facilities unannounced more often. If a facility does not let inspectors in within 24 hours of the request, or within another timeframe agreed with FDA, its food will be refused entry into the U.S.

What should we do if a shipment is detained at the border?

Send us the FDA detention notice. If the shipment was held because Prior Notice was missing or incorrect, it must be filed or corrected within 10 calendar days. If the facility is not registered, it gets 30 days to register; otherwise the shipment is exported from the U.S. or destroyed. We will review the detention notice and tell you how to respond.

Who owns the registration?

Your facility does. An employee of your facility creates the account in the FDA system: the login, password and PIN stay with you, and the employee sets up a separate login for us in that account. FDA recommends this because, with the number and PIN, an outsider can change or cancel the registration.

Do you represent FDA?

No. We are Easy Standart, a consulting company based in Minsk, and we are not affiliated with FDA. We prepare the data, submit the registration through FDA systems on behalf of your facility and manage the project until you receive the number, while all decisions are made by FDA.

We’ll send you a registration plan and price for your products

A manager will contact you within one business day, go over your requirements and send a quote within 24 hours. You can send your product list and label artwork right away via WhatsApp or to info@easy-standart.by.
